Drilling equipment / Procurement guide

Drill Site Access Requirements

Drill Site Access Requirements: prepare a purchasing brief around the actual project documents and the questions your appointed reviewer needs answered. Identify the intended purchase, the relevant project location and the current drawing references before requesting a proposal. Keep the approach route records questions separate from commercial terms so that technical and purchasing reviewers can respond to the information relevant to their roles.

Approach route records

Describe the proposed equipment route from the receiving point to the drilling location and attach a marked route sketch. Ask the project transport reviewer which route measurements are required to assess the proposed movement. Identify the person who can supply current photographs of the entrances and route sections under review.

Ask bidders to provide the transport arrangement information requested by that reviewer. Keep route questions tied to specific points on the sketch, and request clarification where a proposed movement relies on an unrecorded access condition. Refer decisions about route acceptance to the project party appointed to approve transport arrangements.

Access restriction register

Ask the site contact to record buyer known access restrictions and show their locations on the route drawing. Distinguish information supplied by the property owner from information awaiting a site survey. Request the additional records identified by the transport planner and keep each request linked to the relevant route point.

Ask the equipment bidder which restrictions require further review against its proposed transport arrangement. Request a written response identifying the documents needed for that review. Keep outstanding access questions visible to the purchasing owner before asking for agreement on the receiving location or the proposed division of transport responsibilities.

Work area layout

Prepare a site arrival drawing separate from the approach route map and identify the area proposed for receiving equipment. Ask the site planner which equipment arrangement drawings are needed to review that area. Mark project boundaries and other buyer known layout information that the planner requests for the assessment.

Request the proposed equipment arrival configuration from bidders and send it to the appointed site reviewer. Ask who approves changes to the arrival layout. Keep the equipment receiving arrangement distinct from the drilling work layout and request clarification where a proposal treats the drawings as representing the same project area.

Movement responsibility split

List the project parties responsible for route information, transport planning, equipment receipt and site layout approval. Ask the purchasing owner to identify which responsibilities belong in the equipment enquiry. Request the documents each party expects to receive before reviewing its part of the proposed movement arrangement.

Ask bidders to distinguish equipment supply from any transport scope included in the offer. Record open responsibility questions beside the relevant route or arrival activity. Confirm the receiving location and proposed commercial transport arrangements in writing before ordering, with the project reviewer identified for each outstanding site access document.

Access document coordination

Create a drawing register for the route sketch, site survey records and proposed arrival arrangement. Ask the transport reviewer to identify which documents are current and which require another site check. Request responses against those references so that the purchasing team can distinguish document revisions from changes to equipment scope.

Where the proposed route changes, ask the appointed planner which equipment drawings need another review. Notify affected bidders of the updated route documents and request revised answers to access questions. Keep the previous clarification reference beside the new response so that the reviewer can track the reason for the change.

Site access offer questions

Compare transport related responses using the same route records and arrival layout. Ask each bidder to identify access questions that remain unanswered and any documents needed from the buyer. Request clarification if an offer includes transport language that is inconsistent with the stated receiving point or assigned project responsibilities.

Refer route acceptance questions to the appointed planner before commercial approval. Ask the purchasing owner to reconcile the transport scope with the drilling equipment item list. Record the final agreed receiving location and request a separate explanation of any alternative transport proposal before it is incorporated into the equipment purchase.
